Ushbu maqolada davlat xizmati tushunchasining nazariy asoslari, ijtimoiy-iqtisodiy mohiyati hamda uning zamonaviy talqinlari tahlil qilingan. Tadqiqotda O‘zbekiston va xorijiy mamlakatlar olimlarining ilmiy qarashlari solishtirilib, davlat xizmati tizimining mazmuni huquqiy, boshqaruv va ijtimoiy nuqtai nazardan yoritilgan. Muallif tomonidan ishlab chiqilgan konseptual yondashuvda davlat xizmati davlat va jamiyat o‘rtasidagi o‘zaro ishonch, mas’uliyat va hamkorlik tamoyillariga asoslangan tizimli faoliyat sifatida baholangan. Maqolada davlat xizmatlarining subyektlari, ularning huquqiy maqomi, shuningdek, raqamli transformatsiya va proaktiv xizmatlarning rivojlanish tendensiyalari tahlil qilinadi. Natijada, davlat xizmati — jismoniy va yuridik shaxslarning ijtimoiy, iqtisodiy hamda huquqiy ehtiyojlarini qondirish orqali jamiyat farovonligini ta’minlovchi professional va samarali faoliyat tizimi sifatida talqin etiladi. Tadqiqot natijalari davlat boshqaruvini insonparvarlashtirish, xizmatlar sifatini oshirish hamda davlatga ishonchni mustahkamlash yo‘lida muhim ilmiy va amaliy asos bo‘lib xizmat qiladi.
